My Dear Tony, and Those So Addressed:
You've touched on the heart of the Homeless Issue here Tony. As a prior victim of the People and City of Palo Alto I have first-hand experience of their hard-heartedness.
I believe the reason these folks are offended by the sight of others living on the street is that it's a painful reminder of their failure to accept their God-Given Responsibility to care for those who cannot – for any reason – care for themselves. I actually needed to sit in front of Whole Foods one time, in that false, anti-homeless advocate Victor Frost's place, with a sign asking for help, and I received not one thin dime from over two-hundred people while begging them for help! These Palo Altans wouldn't even look at me! "For the poor shall never cease out of the land: Therefore I command thee, saying, Thou shalt open thine hand wide unto thy brother to thy poor, and to thy needy in thy land." - Deuteronomy 15:11.
I believe the goal of the people of Palo Alto and their representatives is to run ALL homeless persons out of "their" city, as if the poor and disabled have no right to be here, or to even exist; even as your disgraced lesbian Police Chief Lynne Johnson ran me out of town in 2008: "If you are found parking your motor home anywhere here in Palo Alto in the future, it will be immediately impounded." (See the page 'Rosh Hashanah Letter' on my web site LettersToMyBeloved.com) This is nothing less than Nazi-style de-humanization of a class of people they disapprove of and look down upon as sub-human – in order to destroy, abuse, and banish them – who are unworthy to share the planet with them. They must be thinking: "I have a job and plenty of money and a nice place to live: What the Hell is the matter with you?!" Talk about a lack of compassion! Talk about a lack of respect for human dignity and the Rights of God's People! And for those who believe that God has no place in our political life, let me remind you here that this nation was founded upon a government of the people, by the people, and for the people, and on the premise that all men are created equal.

This Universal Christ, individualized for each one of us, doesn't just magically appear in our lives and glorify us. It takes our participation – Life is not a spectator sport! When we make sufficient application to God, we know what "the Lord thy God requires of thee." Here is Wisdom: When we surrender our will to God's "for thy good," we lose nothing, and we gain the entire Universe!
The poor, the sick, and the homeless will just continue to be abused by business owners, homeowners, and the police, as they are driven from one community after the other if the city of the Tall Tree (Palo Alto in Spanish) accepts this proposed anti-homeless ordinance. In my personal experience, in addition to the years of abuse on the streets here, I was even denied my day in court when I sued the city for the illegal seizing, impounding and sale of my automobile! I sued the city for $25,000 in San Jose Superior Court for this, only to be told by the judge the day of my hearing that my case had been dismissed! Now, how could that have possibly happened? I was told that by the new Tentative Ruling System, instituted just three days before my court date, my case had been dismissed because I hadn't responded to the web posting the day before – that I had to refuse the adverse tentative decision and affirm my desire to go ahead with the hearing instead, to the court by phone or internet between the hours of two and four p.m. the day before, in order to retain my hearing. I replied to the judge that I had viewed the web site, and that out of the twenty-seven cases on the docket, only two had anything written next to them, and that all the others, including mine, just had a row of five zeros. His reply was that "Those five zeros meant that your case was so clear-cut that I didn't need to write anything there." And I had tried to find out what those five zeros meant the day before, but I found no legend on the web page and no one answered the phone when I called the court to inquire.
What do I think happened? I believe that because I'd previously beaten over one-hundred and fourty illegal, harassing parking tickets from this city, having to appeal them all the way to this same Superior Court, that Palo Alto's City Attorney knew that I could beat him in court again. I think that to save the city from what I knew, that their San Jose law firm had no valid argument against me, the City Attorney conspired with this Superior Court Judge to have a Tentative Ruling System instituted – just three days before my case was to be heard – so as to cause me to be denied my day in court and thereby give Palo Alto an undisputed victory. And I don't believe that a Tentative Ruling System has ever been used before in the history of this court ... My car, despite my asking Ellison's Towing to wait until my case had been decided, was sold in a lien auction. After the hearing I went to Ellison's to retreive my personal belongings the day before the scheduled lien sale, which filled the trunk and my full-size car to the roof, only to be told that they were gone! They had been cleaned out and removed by their contractor just the day before! This was in contradiction to my verbal agreement with an Ellison's employee previously, and included my accumulation of books and tools for my career of thirty-eight years in Mechanical Engineering as a multiple-award-winning and patent-holding Designer. I'd moved to this area in 1998 to do mechanical design work at the Stanford Linear Accelerator Center, in three different departments altogether. Palo Alto has now taken away my livelyhood, as well as having run me out of their city!
Adding all of this together has caused me to qualify for, and receive, two disability pensions – a Veterans Administration Disability Pension and a Social Security Disability Pension – after being held on a 5150 Involuntary Hold for seventy-two hours at the Palo Alto Veterans Administration Hospital on a suicide watch. I was diagnosed by the VA with Major Depression, Migrane Headaches, Anxiety Disorder, and Personality Disorder. I then went through the VA's New Horizons counseling program at their Menlo Park facility. Fortunately I am a decorated Vietnam Veteran and had these benefits to save me from ... who knows what. Now, while in the VA Psych Ward on involuntary hold, my motor home was towed and impounded! I'd told the VA Staff Psychiatrist when she'd assessed the 5150 hold on me that the tires on the motor home had been blue-chalked two days ago, and that if I didn't move it by the next day, within seventy-two hours of the marks appearing, that it would be towed. The social worker responsible for calling the Chief of Police to prevent the towing of my home, as was promised by the Staff Psychiatrist, failed to make the call. I'd stayed longer than the seventy-two hour hold to gauge the dosage of my migraine headache medications, and when I followed up to find out what the status of my motor home was I found out that it hadn't yet been towed, but that it would soon be. I immediately checked myself out to move it, but when I got there, having to walk the miles to get to it, it was gone! What a shock! I spent the night on the hard floor of the Sunnyvale Armory and got a number seven out of ten migraine headache, using my coat as my only pillow, where the medications had just helped to relieve the pain!
The next morning the Staff Psychiatrist arranged a deal with Police Chief Lynne Johnson to redeem my motor home from Ellison's Towing in return for my signing an agreement stating that I wouldn't park it within two blocks of a residential area. I believe that the VA psychiatrist sold my right to park in any legal parking zone in Palo Alto for her failure to take responsibility and have the VA pay for her negligence. In any case, I awoke one morning, after being allowed to park my motor home at the Menlo Park VA while in the New Horizons Program, in the motor home parked two blocks from a residential street, to find the front of the vehicle being picked up by a tow truck! What, yet another shock! I quickly put on some clothes and jumped out, demanding of the police officer what was going on. He replied that I was in violation of a signed agreement with the city, and that he had orders to tow both my motor home and car. Upon my pleading, and that I would be left standing on the sidewalk with only the clothes on my back, the officer phoned Lynne Johnson and got permission to take only the car. So I had two causes of action in my lawsuit for damages in the towing of my car – First, I was forced to surrender my rights as a citizen in order to get my home back and not have to live in the bushes, which I shouldn't have had to do, and Second, I wasn't even in violation of the phony agreement to not park within two blocks of a residential zone.
Tony, you ask for an answer to your most pertinent questions before Monday's City Council meeting. Does that mean the proposed anti-homeless ordinance will be heard then. I didn't see it on the agenda. This treatise began as a short note but your e-mail 'copies to' made it an opportune time for me to address this issue to these several parties. I would like to propose the solution to The Homeless Problem that God has shown me; an obvious solution that the people of Palo Alto cannot see because their vision does not extent past the end of their own noses, if asked. If my advice is not sought and not considered, and this ordinance is passed, I will seek All legal means to bring justice to a very unjust situation for myself, and, all the other victims of Palo Alto's Heavy Handedness. And I now have the resources to wage proper legal warfare against Palo Alto's class warfare, even if it isn't taken up by a federal, state, or private agency!
